How/where do you get so many paint strips???
Go to Walmart and go to the back, the paint and home repair section. You should see a kiosk-like-thing with paint chips all around it.

What size heart punch should I get to create the same design as the photo?
It would depend on the size of the swatches and how you want it to look. I would just use a regular size heart punch.
Im sure all the stores love people taking all the paint strips.
They get them free from the paint companies. The stores are actually very nice about it when you tell them what you need them for...
